The Prince George's County Government Department of Health is seeking qualified applicants to fill a
Program Manager, Healthy Transitions Grant position, grade A27, within its Behavioral Health Division.
About the Position: This is a program management and administrative-level position, involving the planning, development and implementation of federal grant initiatives within the Grants and Special Projects unit of the Behavioral Health Services Division. Work is performed under the general supervision of the Public Health Program Chief and is designed to increase access to behavioral health care, raise awareness, promote wellness, implement prevention outreach strategies to educate transition age youth and young adult residents of Prince George's County. This class of work exercises managerial and leadership responsibility over direct subcontractors and community partners. Contacts are with department, young adults and their parent/caregivers, contractors, County sister agencies, community-based organizations, advocacy groups, primary care practices, schools, faith-based community and other health care and social services agencies and professionals for the purpose of planning, evaluating grant program services, and exchanging information. Work performance is evaluated in terms of accuracy, timeliness, and adherence to established procedures, guidelines, and regulations. This position will on occasion may require evening or weekend work hours for work related activities and community outreach events.

The Prince George's County Health Department's (PGCHD) vision is that all Prince Georgians are their healthiest at every age and every stage. The PGCHD works to protect and support the public's health through numerous services that range from restaurant inspections and disease tracking to care coordination and health promotion. The department is composed of four divisions: Behavioral Health Services, Environmental Health and Disease Control, Family Health Services, and Health and Wellness, supported by the Office of Administration, Office of Human Resources and the Office of the Health Officer. The mandate of the department has been, and will remain, broad. This plan emphasizes improving core functions and operations, including protecting the public from health threats, implementing strategies to support healthy living, and maintaining a focus on vulnerable populations, while developing efficient internal processes to support these activities.
Examples of Work - The Program Manager is responsible for the management of the entire project including the technical and programmatic aspects of the award and the day-to-day management of the project.
- Oversee all aspects of the grant project including the work of all consultants and sub-contractors;
- Serve as the primary point of contact for the funder and the grant;
- Develop the PGCTAY and individual partner workplans;
- Submit all progress and financial reports to funder at the requested frequency;
- Convene and co-chair the Advisory Council and the Collaborative;
- Maintain PGCTAY partner relations and actively engage new partners;
- Collaborate with the project evaluation team to ensure the project is monitored and evaluation in accordance with established requirements ;
- Lead efforts to engage TAY, families, and providers, with a focus on racial/ethnic minorities, child welfare and foster care-involved individuals to ensure the project addresses health equity and redresses health disparities;
- Lead efforts to enhance the capacity of all local behavioral health providers to deliver evidence-based services through training and technical assistance;
- Work across and within County systems and with private and public health and social service providers, to promote the development of TAY services;
- Initiates and works to establish necessary interagency relationships and assures that Memorandum of Understanding (MOUs) are in place annually that describe services provided, roles and responsibilities.
- Supervise project operations to ensure the cultural and linguistic competence of the PGCTAY outreach and marketing and services and equitable engagement of racial/ethnic minority children, youth and families from the target population;
- Work with the Advisory Council, the Collaborative and the Evaluation Team members to obtain, analyze and present data in support of PGCTAY sustainability;
- Ensure that all PGCTAY staff, consultants and contractors complete relevant training including but limited to HIPAA, cultural competency and diversity, and evidence-based behavioral health training.
- Assures effective management of grant budget, contracts, and purchase orders. This includes positive communication between grantors, vendors and contracts and procurement and program monitors as needed, to understand the project, (scope of work, deliverables/performance measures, conditions of awards, awareness of budgets, and review of reports and related invoices).
Qualifications - Master's degree in psychology, social work, counseling, business or public administration, social services, sociology , or other closely related field and

Preferred Qualifications: - At least one to three years of clinical experience in the field of Psychology, Counseling or Social Work.
- At least one to three years of grant management experience or one to three years of experience managing complex projects.
- Understands the role of cultural competence in working with the target population, their families, providers, interagency boards and all aspects of project development and implementation.
- Excellent communication and interpersonal skills.
- Excellent writing, speaking, and leadership skills.
- Flexible and able to manage a diverse staff
- Prefer individual who has worked with similar project and families with the values, goals and practices of the system of care.
- Specialized training, licensing and/or certification in mental health services or related field as may be required in order to provide adjunctive services, and SOC training and updates, etc.
- Must be a resident of the Prince George's County catchment area of the political sub-division of the state/territory OR tribe/tribal organization.
