Position Summary The Policy Analyst reports to the Federal Relations Director. Responsibilities include monitoring regulations, policy and budget analysis; Tribal Consultation; technical assistance to Tribal leaders, federal agencies, and policymakers; and special projects impacting AI/AN health. The candidate should understand healthcare delivery, public health, behavioral health, the federal trust responsibility, and legal/political frameworks affecting Indian healthcare, with experience in Medicare, Medicaid, and CHIP. The role involves developing strategies to advance NIHB’s legislative and policy agenda, based in Washington, DC, with up to 25% travel. Position Responsibilities Track, analyze, and report on regulations affecting AI/AN health, including Medicaid and Medicare. Prepare talking points, testimony, comments, reports, data analyses, and white papers on AI/AN health issues. Respond to and draft official comments on proposed federal rules and requests for information. Educate federal agencies to improve health programs for AI/ANs. Represent NIHB at meetings and conferences, including Tribal Advisory Committees. Support Tribes and federal agencies in developing culturally appropriate policies promoting health equity. Identify opportunities to advance NIHB’s strategic and legislative priorities. Create content for newsletters, alerts, and blogs. Maintain relationships with stakeholders, federal partners, and advocates. Monitor grants and contracts, supporting project implementation and evaluation. Perform other duties as assigned. Requirements Bachelor’s degree in a relevant field required; advanced degree preferred. Equivalent experience in federal Indian policy or with Tribal governments considered. At least three years’ experience in health policy, federal Indian policy, or Tribal government collaboration. Lived experience valued. Knowledge of Indian healthcare system, Medicare, Medicaid, ISDEAA, and Tribal health issues. Excellent culturally competent communication, public speaking, and facilitation skills. Ability to learn quickly, work with diverse teams, multitask, and manage priorities. Cultural sensitivity and ability to work within Tribal traditions.
